I agree the soil is saturated and water is rising from below into the window wells. The gravel drainage in the bottom of the window wells will not work because it depends on the soil absorption below – which is counter to the “saturated soil” ability.

The window wells must be drained by gravity or pumping to exhaust the water away from the foundation. You must drain the bottom of the window wells by – Either running a gravity sloped pipe from the bottom of the window well to a downslope discharge OR drain-pipe the window well into your sump pump and drain tile system in the basement which is then exhausted by the sump pump. Either gravity or a pump must be used to remove the “bottom up” rising water.

The sump pump choice then requires a battery backed up sump pump and/or a backup electrical generator to keep the water exhausting when the electrical power is lost due to storms.
